You're exactly right. I've seen the same thing at the elementary level. Not most kids... But enough to suck the fun out of class and put teachers on the defensive. Sadly, it only takes a few wise guys or girls to decide they're not only going to refuse but they're going to talk to friends and goof around, and the rest of the lesson is spent dealing with their bullshit.

My God, if you're not gonna work in my class, fine, I'll ignore you and help the rest... But at least do the class a favor and shut up already! I've had to call for support countless times because somebody is constantly talking and refusing to do any work whatsoever. It's probably different in high school, but in elementary they look to the teacher to stop those kids from disrupting their learning. If I can't do it with words...out the door your go. (I do hate the annoying paper work though.)
