You say this all the time. From grades K to 5, kids get a lot of instruction in reading. Those who struggle with decoding receive more of it in AIS. You must have led a pretty poor school system. In my school district, instruction isn't the reason they're not reading well. Kids are reading poorly because they're not reading. It's a basic problem of time. If you spend your leisure time on your phone and playing video games, you won't be a very good reader. You won't understand fiction or have the attention span to keep the events in order, and you won't have the requisite knowledge to comprehend non fiction. Kids don't read. We can argue all day about methodology. But if you don't practice reading and writing, you won't get better at reading and writing.
