So I'm a teacher now in an elementary school. Not P.E. but I'm well aware of what kids are doing in there. Fortunately, things have changed from what you've described. The bullies have been (mostly) pushed aside by the egalitarians who've made P.E. class a kinder, softer, gentler class where kids run the track and work on personal fitness goals, get taught about healthy living and exercising, and yes play games and some sports, but mostly games.
