One teacher is a target; a whole staff is an army. Parents can't reform the system because the parents are not the beneficiaries of the system. They have no true real power. Only teachers can fix this thing, but only if they work together. But therein lies the rub... getting teachers to stand united. You'd think it's be easy, especially in unionized states with tenure, but it's incredibly difficult to persuade teachers not to be scared of retaliation.
