I think most teachers like myself are not getting helped with actually teaching better. In my school culture, you can't run PD that actually improves the how of our teaching because the teachers won't stand for it. So we get quasi PD about standards and other non-offensive stuff that teachers say they appreciate but really know is a waste of time. We get talked to about new technology and devices and apps, but none of that stuff makes anybody a better teacher, just like giving me that latest Texas Instruments calculator doesn't make me better at math. All teachers regardless of their veteran status can improve, but too many don't really want to our don't believe they need to.

You'll get better results from the education system once admin or coaches start a) showing teachers exactly where they're falling short, and b) teaching them exactly how to improve in those deficit skill areas. And you have to compel/incentivize these teachers to adopt these changes. (All this goes without saying that you're not trying to improve teachers in areas where you or they have no direct control.)
